RunApp Action

I have "RunApp" actions in older versions and they ported fine to '07. My
problem is, that although I see that the action is still available for use,
it fails to appear in the action drop-down list. The database is in a
trusted location (per the requirements) so I thought that this action would
be available. Not so. Any suggestions.
