Running a disc from 'D' drive

I have been trying to load a disc with an auto play
feature and keep getting the message
that "ExceptionEFOpen error in module velocity.exe at
00118E9. Cannot open file" I also tried to install it
using the 'Add/Remove files" feature and got the same
message. And again when I used
the 'Start', 'Run', 'D:Setup'. Why can't I run this?
