Runtime Error: "1004" Programmatic Access to Visual Basic Project

I have a colleague who is trying to use VBP with Publisher, but gets the
following
error when running the code

"Runtime Error: "1004" Programmatic Access to Visual Basic Project is not
trusted"


we have tried to enable "Trust access to Visual Basic Project" under
"Publisher 2003\Tools\Macro\Security\Trusted publisher".

but "Trust access to Visual Basic Project" is greyed and it is not possible
to enable/disable it.


does anyone know a work around for this problem ?

if its on Vista
right click mspub.exe and choose Run as Admin
and now try to check or uncheck "Trust access to Visual Basic Project" which
was greyed out.
