Runtime Error in Winword

I have Microsoft Office 2000 Small Business
When I try to access Word I receive this message:
Runtime Error!
Microsoft Visual C++ Runtime Library
ProgramC:\PROGRAM FILES\MICROSOFT OFFICE\OFFICE\WINWORD:EXE
abnormal program termination
OK (When click OK the program closes

Background: I had downloaded "Smiley Central" that I found
brought me way too many emails, so I uninstalled it. After
doing so my computer was "hanging up" so I used the System
Restore check point of November 21,2003 (a date before I
had downloaded the smiley product.) Yesterday I received
this Runtime Error, so I chose November 21 restore check
point. Both times, I was "told" the system had been
sucessfully restored. Along with this error message I
received NAV Auto-Protect Unable to initalize the virus
scanning engine database files. and when I pressed OK the
screen went black with a red bar with a blinking green
light appeared in the left top corner of the scren. When I
turned the computer off the "hard" way and turned back on,
it came back in Safe Mode. I sucessfully restored the
system in safe mode, but when I shut down and restart the
Nav Auto Protect message came back and so on. I spoke with
A Dell Tech last night and we were able to get NAV
working, replaced the display driver, but not able to
access Word. I need you help. Some additonal info that
may or may not be helpful: 1. I get this error message
from time to time, when I try to shut down and restart:
Error:OE:018F:10020904. I press cnrt/alt/del to shut down
and the screen goes blank and I have to shut off
the "hard " way. 2. I have automatic Windows Update
downloads. I'd appreciate your help
