Runtime Error Installing Program with Access 2003

I'm trying to install a program called Renter-Rebate on a new machine running WIN XP PRO and OFFICE 2003. This program is a municipal software package for towns and cities. I tried to install it on thios machine. The application installs fine but when I try to install the database I get a runtime error

I tried to install it on another machine, my laptop, with the same software setup (XP PRO & Office 2003) and it installs just fine. I have looked at the software builds and they appear to be the same. I've installed the same updates for XP and Office on both machines

Does anyone have any ideas
