You need to license the Office 2000 Developer Edition to have a license for
the Access 2000 runtime. That is no longer available through regular retail
channels, so you have a couple of options: (1) get the current version
Access 2003 runtime with license in the Visual Studio Tools for Office 2003
System and use that instead (should be no problem to convert the database to
Access 2003) or look at sites that have older software, including the online
auction sites.
_Users_ of the runtime are covered under that license, and do not need a
separate license, whether they are executing Access on an individual machine
or on a server via Windows Terminal Services.
WTS does require a license for each user, but you'd have to look at the
information that comes with your server O/S, at the Microsoft web site, or
in a Windows NT/2000/2003 newsgroup for that information.
