Runtime only access 2002/3

I am trying to find a download for a runtime only engine for Access 2002/3. Has anyone found one that would be distributable without having to have a full version for users?

Purchase the Developer's Edition; this gives you unlimited licenses to
create run-time versions of Access to distribute with your application.
