1) Does Access 2000,XP and 2003 have runtime version ?
2) What product I have to buy to compile Access application and sell to
end-user.
3) By using runtime version, Is it true that end-user need not to buy MS
Access.

Yes, yes, and yes.
2) What product I have to buy to compile Access
application and sell to end-user.

For Access 2000 I believe the name is Microsoft Office
Developer Edition 2000.
For Access XP I believe the name is Office XP Developer
Edition.
Access 2003 Developer Extensions are part of the new
Visual Studio Tools for the Microsoft Office System
software package.

Microsoft currently only sells the latest version so you
will have to search the web for places to purchase
previous versions.

That's correct. The runtime is actually the same files I
believe as the full version it is just "crippled" through
countless registry entries.

2. For A2000, Microsoft Office 2000 Developer Edition (MOD 2000)
For A2000, Microsoft Office 2000 Developer Edition (MOD 2000)
For A2003, it is known as Access 2003 Developer Extensions.

Will be hard to find MOD 2000 and MOD 2002 as they have been superseded and
no longer supplied by Microsoft.

3. Yes.
