Safe Sender List

May I know if there is any way to add certain email addresses into Safe
Sender List in a centralized way? Like by server side or group policy?

I want to add certain senders into the list for all users so that images for
email in HTML format will not be blocked.

I am using Outlook 2003 with Exchange 2003.
