Safe Senders List GPO

I have created a text file containing some domains we'd like to ensure are
flagged as Safe Senders in Outlook 2007. I have ENABLED the setting
"Specify path to Safe Senders list" and entered the UNC path to point to a
common share with the text file OutlookSafeSenders.txt. I have also ENABLED
the setting "Overwrite or Append Junk Mail Import List". If I'm reading the
policy descriptions correctly that should import the list from the text file
and overwrite my existing list.

After refreshing my GPO I expected to see my current list of Safe Senders
replaced with the new list, but it's not working.

Can anyone offer some troubleshooting tips for me?
