same page hyperlinks & bookmarks--email newsletter with OL or OE

I am attempting to use word 2003, Windows 2003, XP Pro, IE 6 with Svc PK 1 &
OE to send out a newsletter to about 700.
With my previous Word 2000, XP Home, IE6 and OE 6 I was able to use ‘same
page’ hyperlinks and bookmarks so folks didn't have to spend all day
scrolling down twenty pages.
it worked just great as long as I sent it directly out of Word 2000 using OE
as my default mail handler.
Now, no matter where I write the letter, the links to the same page will not
work for the recipient in their email.
I use OE 6 with all the latest updates as my default mail program.
There is an article by MS--Microsoft Knowledge Base Article - 177054--that
refers to some of this, but my feeling is that the problem is not just
connected to the situation stated in the article.

I have tried sending directly out of Word.
I have tried writing it directly into Outlook Express or Outlook and it will
not work.
I have tried writing in Word using hyperlinks and bookmarks and even one
time trying to accomplish this by using cross-references and then cutting and
pasting the letter into either Outlook or OE with close to the same results.
No matter where I originate the letter it works fine in that program, until
it is either cut and pasted or sent out of, for example word, to be sent as
an email.
OL or OE both want to add numbers to my bookmarks and before I could
actually, in Word 2000, go directly to the html language and wipe out all
those numbers. Word 2003 will not allow you to do that. At least as far as
I have found out so far.
I don't want to put up a web site. I just want to put out a nice easy to
use newsletter with one very long page and allow my customers to jump to
where they wish to go and get back to the top of the page with a simple mouse
click.
It would also be really nice if the help files for Windows would be written
by someone who can lead you down that golden path to success. The help files
are incorrect as far as hyperlinks, cross-feference, etc on same page docs
are concerned. Maybe MS could offer a little more on this subject in the
help file.
I'm sure that many might wish to use this capability just over their
internal networks.
