Same problem as others have reported. Outlook Junk Email Filter up

I have the same problem with Outlook Junk Email Filter update KB906173. I
have tried downloading manually. It fails to install. I have the
information sign that I have updates downloaded that needs to be installed.
I click on it, it fails to install. I checked to see if OSE was on manual
not disabled, it was on manual. I tried everything that was suggested in the
troubleshooting section. I have tried what has been suggested in this forum.
It seems that I am not alone with this problem!!

I would like to know how to stop the update itself without stopping
automatic updates. I am getting to the point where I will stop the automatic
updates to get rid of that sign.

Check this first, this should allow you to successfully install it:

Can you check the following keys under the following registry
location:

HKLM\System\CurrentControlSet\Control\Nls\CodePage

Check the CodePage for 849, 932, 936, 949, 950 - if the string value
is
empty/missing, please populate it with:

c_936.nls (like the rest of the values in this section of the
registry)
and the other values, respectively, c_949.nls, c_950.nls, etc. etc.

If this resolves the issue, can you please POST HERE and let everyone
