Save and Send Later button

Hello all,
I am using outlook 2003 integrated with project prof 2003. I have
installed work group message handler.
When I assign tasks to resources, one resource gets only "Send" button
and other gets 'Send" and "Save and Send Later" buttons (2 buttons).
We need to have 2 buttons so that users can save the task info and send
later. Both are using same version of outlook with same SP.

Any pointers are appreciated.
