Save as filtered HTML

I'd like to make a HTML file with as little layout info as possible. I
looked at the idea of save as filtered HTML and it seems to be the way to go.
Under tools/options/general/email options/general there are three levels
low, medium and high filtering but the files created by medium and high are
identical (used FC to compare them). Is this a bug with the high filter or
does this only work if using word as the default editor in outlook?

I really want to create HTML files that have minimum tags, any other way to
do this?

I was hoping someone with a bit more hands-on experience would answer you, here.
I have done this, but not often and it's been a while...

MS supplies (or supplied) a separate HTML Filter tool as an Addin for Word. It
was made to work with Word 2000, and will only install if that is present on the
machine. But you can use it directly, without formally installing, via
Tools/Templates and Addins. Run the command this puts in the menu (under the
File menu, as I recall) and you should get a much finer control over the output.
