I have a nice InfoPath form that I would like to distribute as an interactive
PDF - I am able to save as pdf, but it is not an interactive form that can be
completed with the nice "submit" button.

Do I need third-party software? If so, any suggestions?

Typically you would distribute the form as an XML document where users would
use InfoPath to complete the form. You have all of the same features as you
would in Adobe and actually some more.

If you need an interactice Adobe form then you would create it in Adobe for
Adobe clients.

Typically saving in pdf is just to provide people a read only copy.

I do not think there is anyway, without a lot of work to try and do some
kind of conversion between the two and it would probably require a manual
conversion. The key would be Adobe being able to consume or translate the
XML. But you would rely have to recreate the whole user interface.

If you want users without InfoPath to be able to interact with the form then
you shoudl look at IPFS and being able to host a form on your web server.
