Save as MPP vs. Publish to Project Server

I have a project in file (.mpp) format. It has been published to
Project Server for access by Project Web Access (on purpose and
accidentally). It has been deleted in Project Server. I currently
wish to work only with the file, and not publish to the web until the
project is good and ready.
Not too many days ago, the "Save" option published to the web, while
the "Save As" option gave a dialogue with a "Save as file..." button.
That button was the key to saving as a file only, and not to the web.
Now, the "Save As" option saves as a file AND publishes to Project
Server. There is no longer a "Save as file..." button.

Under Tools-->Options-->Microsoft Office Project Server Accounts, I
can delete the Project Server account, and the project is still
published to Project Server.

Sometimes when opening Project Pro and the MPP file, I select "Work
Offline". Even then, saving the file publishes to Project
Server--while "working offline" and with the Project Server account
NOT PRESENT.
This software seems WAY out of control to me. What am I missing?

First of all, your Project Server administrator needs to disallow the
publishing of local projects (.mpp files) to Project Server. That is
ultimately the source of your problem. He/she should do the following:

1. Log into PWA with administrator permissions
2. Click Admin - Server configuration
3. Select the "Only allow enterprise projects to be published to this
server" option
4. Click the Save Changes button
5. Click the Clean Up Project Server Database link in the sidepane on the
left
6. Select the "Projects and To-Do Lists" option
7. Select your project from the data grid
8. Click the Delete button

After he/she performs the above steps, you can continue to work with your
project as an .mpp file. When you are ready to bring the project into the
Project Server database, you should use the Import Project wizard by
clicking Tools - Enterprise Options - Import Project to Enterprise. On the
resources page in the import wizard, make sure that all your resources in
the project match up with enterprise resources in the Enterprise Resource
Pool. Hope this helps.
