Save as MPP vs. Publish to Project Server

I have a project in file (.mpp) format. It has been published to Project
Server for access by Project Web Access (on purpose and accidentally). It
has been deleted in Project Server. I currently wish to work only with the
file, and not publish to the web until the project is good and ready.

Not too many days ago, the "Save" option published to the web, while the
"Save As" option gave a dialogue with a "Save as file..." button. That
button was the key to saving as a file only, and not to the web. Now, the
"Save As" option saves as a file AND publishes to Project Server. There is
no longer a "Save as file..." button.

Under Tools-->Options-->Microsoft Office Project Server Accounts, I can
delete the Project Server account, and the project is still published to
Project Server.

Sometimes when opening Project Pro and the MPP file, I select "Work
Offline". Even then, saving the file publishes to Project Server--while
"working offline" and with the Project Server account NOT PRESENT.

This software seems WAY out of control to me. What am I missing?
