save operation failed

I have an Access 97 DB with about 15 users. When a user
clicks the save button I get a message that the "save
operation has failed" because of a record lock problem.
The record will save properly if I just close it or move
to another record but it cannot be saved with the save
button.

Go to Tools-Options-Advanced and choose Edited Record, and
read the online help about record locking

Records do not need to be saved. The only time you need
to click on the save button is if you are making a design
change to a table, form, report, etc... Basically
anything you change the format of must be saved. Record
data is saved as you leave the record automatically.
Therefore your "problem" really isn't a problem but is a
part of the way the program works.
