Save Project Template permission?

Is this something one should be careful about giving to all project
managers since you'll end up having a bunch of team-specific templates
out there in the database that are of no use enterprise-wide? I
thought with 2003, only the Administrator could save enterprise
templates - or am I confusing this altogether with something you have
to be able to save enterprise global to do?

Sorry, its been a long day and I'm a bit confused.

Actually you can set this permission to allow PM's to save their own
enterprise projects. It very much depence on your process. If you manage
enterprise project templates centrally, I would probably switch off the
function for PM's, but most times our customers want PM's to create their own
"team" or "department" templates.
Check your process and then decide if you like to give "this power" to the
PM's
