Save public folder calendar as web page

We recently installed a new exchange server2000. we
copied a public folder calendar from exchange 5.5. when
saving it as a web page with administrator login, all
works fine. when logged in as the user, the recurring
appointments show multiple times on the start date, not
once for each day in the range. I have looked at the
permissions of the shared folder, and the target
directory. everything looks ok. Any ideas?
