Save/Publish Error

I'm stumped!!!

In our environment we have Project Server 2003 & Project Server 2007. We
actively use both systems.

I have a project manager that up until yesterday was able to save & publish
projects to both servers and now she is not able to do this in either
systems. She is in the project manager group.

NOTE: IF I add her to the Administrator group she does not have this issue.

The puzzling part for me is it is not independent of the two project
servers. She gets the same message on both PS 2003 & PS2007 unless I add her
to the administrator group.

NOTE: That when I do this I receive a message stating that there is an
enterprise resource and it asks if I want to replace the local with the
enterprise. I say 'replace' and it updates the project with the enterprise
resource information but when she tries to do this she is receiving the
following error message when trying to save a project to the project server:

Local Resource <resource name> has the same name as an enterprise resource
nad must be changed before the project can be saved.

The local resource cannot be replaced by the enterprise resource with the
same name because either:

The enterprise resource is already a team member
You do not have permissions to bring the enterprise resource name <resource
name> into your project.
The local and enterprise resources are of different types
The enterprise account belongs to a user and not a resource.
You do not have build team permissions on this project.
You do not have assign resource permissions on this resource.
The enterprise resource has been deactivated.

Rename local resource or cancel the save?

The behavior does follow from machine to machine. We reimaged her laptop.

I have fixed the permissions issue w/ Project 2007 & Project Server 2007
but not for Project 2003 & Project Server 2003. I am not quit sure what
happened and why it is affecting just her. I had to reset the Project
Manager security template in PS2007 and then add permissions to this; apply
the permissions to the Project Manager group, and then for each view and then
she was able to function.

However, I am still stumped as to why both systems were affected. Seem to
be independent to the systems but the same issue.
