save to tif or jpg looks terrible

I have a business card in publisher 2003 but overnight printsonly takes jpg
or tif . The card looks great in publisher but if I save it as either a
tiff or jpg the resolution is terrible. It looks like it was shrunken down
to an icon and blown back up.
