Save Toolbar Settings

Simple question: How do I save the settings on outlook 2003 so I don't have
to rearrange my toolbars every time I open the program. I'm not using any
3rd party toolbars. I can't seem to find this in help either, I tried every
variation of save toolbar layout and settings.
