saved as 98 or 2000 publisher file open as a web?

saving and opening as a 98 or 2000

Hi,
Ok, my problem is that I save a 2007 pub file as either a 98 or a 2000 file
and when I go and open it on my other computer in 98 or 2000 it has the title
as a web publication, when I want a print doc? (I do realize that some things
don't convert, by why would columns be something that doesn't convert) Also
it will only show 1 page at a time, not the book form when viewing it. Any
suggestions to fix?

Are you copying the file to the local hard drive before opening? Can you edit
the file?
Does it make a difference if you disable *background saves* in 2007 Options
before you save as?
Have you tried View, Toolbars, Status bar in 2000 so the page tabs are visible?
Publisher 98 doesn't have page tabs, the page sorter should be turned on by
default.
