Saved OneNote file doesn't open in saved state

I have a OneNote notebook that has several sections in it. After I save it to
a OneNote package, I would like the Notebook to open so that whenever you
click on a new section or a new page, the top of that new secton or new page
is displayed. I'm redistributing this notebook so I would like it to default
to the top of page so that the user doesn't have to constantly be scrolling
up. I've tried clicking at the top of every page and then saving the
notebook but then when I reopen it, it still goes to random places on the
pages instead of the top which is the last place it was saved with. Is there
a way to save a notebook so that when you click on new pages, OneNote
displays the top of the page instead of random places on the page?
