Saving a custom form as a default form

I have created a custom message form that only has the BCC field for business
purposes (on specific users pcs'). How can I make that form the default for
specific users who can't be trusted with TO & CC fields.

If you have Outlook 2000 or later, you can make a registry change to
substitute your custom form for the default form. See
