Saving a photo gallery

Trying to save a photo gallery on a website I am creating; when I click save after inserting the photo gallery, I get the following message
"To save this page and photo gallery, open a FrontPage based website, and save that page to that site.
I am using FrontPage 2002. I guess I don't fully understand what that message means..
My site is not published yet and it won't be until it is finished
Any help would be greatly appreciated!

You must have the web site open, not just the page for the gallery.
