Saving and Publishing Projects in Arabic

I am working on an EPM soultion for a customer that needs the Projects
(Titles and File Names) along with the tasks to be stored and published in
arabic.
The Problems are as follows:
1- We are unable to save the file in arabic. (Unidentified
Charectores-Error) Although I manged to change the SQL Collation to arabic
and it is allowing me to add arabic text to the SQL server directly (for the
specific table and coulmn)
2- Tasks that are entered in arabic is shown as ??????? in the PWA.
3- When creating a Enterprise filed in arabic it does appear on the PWA in
arabic also.

I have been trying to find a solution for this problem for a quit long time
and found that there is a MUI for Project Server but no arabic language (the
