Saving email as .oft option not available

When I want to save an email as a template I can go to File, choose Save As
and then change the file type to .oft. However, two people I am teaching how
to do this, do not have .oft as an option. Their emails are set to html and
I've tried changing them to rich text which also did not work.

How can I get the .oft on their computer so they can save emails as
templates as well. They are using Outlook 2003.
