Saving excel as .txt gets some lines surronded by quote signs (")

I use Office 2003 and have an excel issue with files originally from .txt
documents in ASCII. I open the files in Excel, add some data to the end of
existing and therafter save again as .txt. Line lengths are up to 1900
characters.

When viewing the file in Notepad, some lines are now surronded by quote
signs ("). When opening the saved file in Excel, the quote signs are not
visible.

Even more strange is that if I copy-all from Notepad, paste into a fresh new
Excel document and save this new as .txt then the quote signs are not on
those lines where originally, but now other lines are surronded by the quote
signs.

Any ideas???
