Saving new tasks and updates to existing project in the server

It appears that when I update tasks (reassign resources) or add tasks to a
project that is published to the server, some of the updates that the
resources make to their tasks are overwritten. Is there a way to update
tasks and add tasks that will not affect the tasks that have been published
to the server?
