Saving to a CD-RW with Windows XP

According to Microsoft I need additional software to
publish a WEb directly to a recordable CD by using a
drive letter. They said Windows XP does not support
packet writing, which is required to write and delete
individual files on a recordable CD.

Does anyone know what this additional software is?

What's wrong with burning manually by browsing to the web folder location?
Publishing seems like it would gank up the CD and take a long time, there is
a lot of extra access that goes on.

(Try publishing a small site to a floppy disk sometime to see what I
mean...)
