SBS server showing .net 2.0 error in event log

I have SBS 2003 with Outlook 2003 BCM v2 installed. No problems for 20 users
till recently trying to add a user to the shared database. Now when I open
outlook to share the database I get the message that an error occurred while
applying changes. Outlook then closes. The event viewer says EventType
clr2003,P1 outlook.exe ...etc.
Have I exceeded some limitations? Is there a fix. Looked all over the forum
for related issues.
I only use Outlook on the server to manage the database and add users.
Usually it is not running.
I hope someone has a clue as to what is going on.

Usually exceeding a limit results in an informative message and not
the clr crashing.

You might consider reinstalling the CLR, in case a recent update
destabilzed it.

If not, Microsoft support may be your best bet. Have a look in the NT
event log for items from of the crash. Support will probably ask you
for details like the "Watson bucket number" so they can look up the
crash in their database and see if its been diagnosed.
