Can you manually scan business cards and download into Outlook Business
Contact Manager? If not, has anyone had any success with a business card
scanner that works with Outlook Business Card Manager?

There are software which can scan business cards into Outlook address book.
Dragging contact from Outlook contacts into BCM contacts shall not be a
problem at all :)
I must say however that haven't seen good business card reader up to today.
IRIS seems to be making various types, but their OCR engine is questionnable.
