scan electrical drawing and modify using visio

I was told it is possible to scan drawings and then modify them with updates
but I've tried every option and cannot do this can someone help

If you scan a drawing, you end up with a picture of shapes rather than a
collection of shapes. Normal Visio behaviour would not apply. You can use
this as a template to build a Visio drawing, or as a background if only
minor changes apply.
