Is there any way for me to scan an application and send
it in an e-mail as a fill-in document?

Yes. The scan will great a graphic file (GIF, JPG, etc, according to your
software). Put that into a document then superimpose textboxes for the
filled-in text. Experiment with the scanning to make sure you have a file
that's small enough to email.
