Scanpst.exe without MS Office installed

I have a client who stores their PST files for their small network on
their server for backup. I'd like to be able to run SCANPST.EXE on
the files at the server, rather than over the network, without
installing MS Office on the server computer. I tried copying the
folder containing SCANPST.EXE to the server, but it will not run (not
even an error message displayed). Is there any way of doing this?
