Assume 1000 pairs in 2 columns with values similiar to (12.2,17233). x is in the range of 8.4-19.2 and y is 0-20000. The x axis is on the bottom and the y is on the left with x crossing y @ maximum y

How does one plot this?

Put the X in one column, and the Y in the column immediately to the
right. Select either the entire data range, or a single cell in the
range and Excel will determine the range for you. After selecting one or
all cells, press the chart wizard button or choose Chart from the Insert
menu. Choose an XY Scatter chart, not a Line chart, in step 1 of the wizard.
