Schedule a task to begin on a nonworking day

Hello.
I know there is a setting that allows PMs to schedule tasks on a nonworking
day in project plan. They are prompted with the option to "Make this
nonworking day a working day?". I do not want to change the enterprise
calendar, I would like the PMs to have the option on a task-by-task,
project-specific basis. I am unable to find this setting in PWA admin or any
of the documentation. Help, please!

The default settings in Project Server do not allow PM's to create their own
local calendars. If you are serious about wanting your PM's to set
nonworking days to working days, you would need to set the permission to
allow PM's to create local calendars. Then your PM's can create a local
calendar in the Microsoft Project plan, set the schedule on the calendar to
show the nonworking day as a non-default working day, and then the PM's can
apply the local calendar as a Task Calendar on a task by task basis. Hope
