Schedule Created in one time zone, what does participants see in another time zone

How do I set up in schedules in ProjectServer so that other time zones will
see the start/finish dates and times for a project appropriate to their own
time zone?
The project was created in one time zone different from their own.

For example, if i create a schedule and i'm located in the Pacific Time
Zone, yet i want people in the Eastern Time Zone to have start/finish times
based on their time zone? I don't want scheduling an 8am task on my laptop
in PST to show up as 11am for the people performing the work in the EST?

Does project adjust this automatically ?
and is this done via your PC/Laptop's local settings?

is there an easy way to test this? I guess by changing your local settings
to pretend you are in another time zone.

Any clarification would be helpful.
