Schedules maintain in one time zone; Resources in another time zone

How do I set up in schedules in ProjectServer so that other time zones will
see the start/finish dates and times appropriate to their own time zone?
The project is being created in one time zone different from the Resources
time zone.

For example, i create a schedule and i'm located in the Pacific Standard
Time, yet i want people in the Eastern Standard Time to have
start/finish times appropriate for them?

I don't want scheduling an 8am task while i'm in PST to show up as 11am for
the people performing the work in the EST?
Does project adjust this automatically ?
and is this done via your PC/Laptop's local settings? is there an easy way
to test this?
Any clarification would be helpful.

Troy:

Are the times critical? There's no way to phase shift the schedule so that
it adjusts for time zones. It's better to hide times as much as possible in
these situations, and create appropriate base calendars. Map out a weekly
updating strategy that accommodates the differences.
