Scheduling a dependency to a day of the week

I have a need to schedule a dependency to a day of the week - not to a set
number of days from the driving task.

e.g. a task finishes on the 23rd of the month (could be any day of the
week) - I need the dependent task to start on the first Wednesday following
the 23rd

Any thoughts on how this can be achieved.
