Scheduling appointments for other users in outlook

A client of mine would like to schedule appointments for their service
people. The problem is how to schedule them. If they open the other
users calendar and add the appointment directly, the other user has no
chance to accept or decline the meeting. The other option is to create
a meeting and add the other user as an attendee, but then that
appointment is in the calendar of the person who sheduled the meeting
as well as the other person, and they don't want that as it would fill
the schedulers calendar up. So what they currently do is have a public
calendar which they initiate all meetings from, they invite the other
person as an attendee and being it came from the public folder, that
meeting doesn't show up in the schedulers calendar. The problem with
that is, if someone creates an appointment for themselves via a palm or
on their own calendar, it isn't in the public folder and the scheduler
doesn't see the appointment. So the question is, how do I setup
calendaring, so that someone can create an appointment for someone
else, giving that person the opportunity to accept or decline the
meeting while not posting it to the schedulers calendar as well?
