Scheduling Assistant rejection

Is there a way to set up outlook or exchange so outlook rejects a meeting
request when the room is already booked? I know it will show it shows it as
different color but this isn't very 'idiot' proof if you know what I mean. I
need it to reject the meeting if the the time is already booked. any ideas?
