Scheduling in Calendar

When you use scheduling in our environment we can see free/busy status and if
we go over the block of time with your cursor it will say what the meeting is
about with some people but not others. Is this normal? Is there a way to
turn that on or off?

Tools->options->calendar options->planner optinos. Uncheck all of the
boxes.
