Scheduling Resources - Attaching Resource to Attendee

We have a conference bridge with a finite number of lines. We have created a mailbox for each line with the idea that we would include a line (as a resource) for each person invited to the conference call. That way, we would always know how many lines were available at a given time.

If the person accepts the invitation, then there should not be any issue, but if a person declines a meeting invitation, the line designated for that person would still be reserved. Is there any way we can link the two so that a declined invitation opens up the resource?

Or, is there a cleaner way to do this?
