Screen Resolution Effects Embedded Picture Size

The scenario I'm seeing is when opening an rtf (rich text format) generated document the embedded pictures are enlarged so that they now longer fit on the page. In my environment I have the screen resolution set to 1600X1200 (reducing the screen resoultion corrects the problem). If I generate the document without embedding the pictures they are not affected by the screen resolution. Is there an option that can be set so that embedded pictures are not affected by the screen resolution

Any help or suggestion would be greatly appreciated
