Screen Tips.. Accessible Name

Okay this might be a stupid question...

I'm adding screen tips to all my controls.. I'm noticing on my drop
down list controls I can't add a screen tip, instead theres a place to
add an accessible name... what is an accessible name.. and can I not
add a screen tip?

Hi,

A "Screen Tip" is not available on drop down list boxes as this is a
limitation of the "TITLE" tag in Internet Explorer's rendering engine.

The "Accessibility" options are for those users that may have low vision,
other disabilities, etc.
