Screen Tips get cleared out and hyperlink changes

Can someone tell me how to fix the following.
When I right click and add a hyperlink and put a screen tip in it, it test
out fine. I put it in production. Next time I have to change oor update the
page, the screen tips are cleared out and what might have originally had as a
hyperlink abs.asp is now %5bu%5dabs.asp. It does this for links that I have
created using a symbol like a rectangle to hyperlink to another url or page.
I was using HOTSPOTS but the users did not like the fact that the little
finger symbol did not show up when hovering over the link. Thanks in advance

Any non-ascii character are html encoded in hyperlink parameters and should not be used
Your [ is %5b and the ] is %5d encoded
