Screentips in Word 2007 just flicker and disapear

In Word 2007, Srceentips intended to show information of comments, tracked
changes, footnotes text, etc. do not show anymore. They just flicker and
disappear.

That happens in Print, Draft, Web and Layout views.

The Office Button / Word Options / Display / Show document tooltips
on hover option IS ENABLED (the box is checked).

The Office Button / Word Options / Popular / Screentip style option IS
ENABLED as “Show feature descriptions in Screentipsâ€
